Bail and Pretrial Release: A Q & A: May 2012 – State Legislatures Magazine

Timothy Murray and Dennis Bartlett spoke with State Legislatures about the pros and cons of pretrial release and commercial bail.
Murray is the executive director of the Pretrial Justice Institute, a national organization dedicated to ensuring informed pretrial decision-making. Bartlett is the executive director of the American Bail Coalition, which represents the nation’s underwriters of criminal court appearance bonds and works to educate on the benefits of commercial bail bonding and to advance the interests of their member companies.

L.A. Jails nearing capacity, Inmate releases considered

Los Angeles County’s jails could run out of space as early as next month due to an influx of state prisoners, prompting officials to consider releasing potentially thousands inmates awaiting trial. The state’s new prison law, known as realignment, is expected to send as many as 8,000 offenders who would normally go to state prisons into the Los Angeles County jails in the next year.

The criminal justice field historically has been male-dominated and still is today to some degree. But thanks to women like Deborah Jallad, who helped break the mold by creating a successful business and career in bail bonds and helping bring reforms to the criminal justice system that fact is changing.

Jallad was introduced to criminal justice at a young age. When she was just 13 years old, she started working with her father, Hardy “Hank” Snow on the weekends and during the summers, at a bail bond office in Downtown Orlando. Even then, Jallad remembers being fascinated with the work her father did.

State and local governments have faced drastically cutting budgets and raising fees for services while passing the costs on to already financially-strapped citizens. On top of the financial crisis, states across the country have faced a growing crime rate which has become exacerbated by taxpayer-funded pretrial services programs that routinely release violent and repeat offenders back into our communities.
